Baby Potato Boats with Caviar

Materials
Baby potatoes - 24 small
Sour cream - 1/2 cup
Butter - 2 tbsp softened
Fresh chives - 2 tbsp chopped
Salt and pepper - to taste
Caviar - 2 oz
Fresh parsley - for garnish
Steps
  1. Boil baby potatoes in salted water until tender, about 15 minutes, drain and let cool slightly
  2. Cut off the top and bottom of each potato so they sit flat on a platter
  3. Slice each potato in half and use a small spoon to scoop out a small well in the center
  4. Mix the scooped potato flesh with butter, a bit of sour cream, chives, salt, and pepper
  5. Spoon or pipe this mixture back into the potato halves if desired, or simply top with fresh sour cream
  6. Add a generous teaspoon of caviar to each potato boat, garnish with chives and parsley, and serve
